Make sure that what you make is intuitively portion-control?

pasties are an intuitive portion control, you take one. Anything on a skewer
is a 'take one of'

Find somebody near and dear to their heart and let them know you find the
behavior apalling and could they please mention it to the offender?

Mention that the dish you are bringing VERY LOUDLY is a 'test sample' of
something, designed as X portions for the feast of St Jimmeny of Cricket.
Might point out that that number are supposed to be able to be served frrom
that particular dish...and then as people go by hover anxiously and ask
pointed questions like 'you think the portion size is about right...' while
making certain the pye or whatever [if possible] is already sliced in
portions.

My mom would walk up to the offender and pointedly tell them as they were
throwing away the food that that was simply rude. Directness, what a trait
;-)
