It is definitely satire. I recognized 'Simon' as being the same guy who
played the vampire father in one of my kids' favorite movies-- The
Little Vampire. Decent actor, a rather silly movie.

On the other hand Richard E. Grant is excellent as Sir Percy Blakeney in
the A&E production of "The Scarlet Pimpernel." Take yer pick...
