I've found out the dish in question is Payasam, and there are a number
of variations on the recipe.  A stereotypical payasam recipe would have
a quart of milk and a cup of sugar (cooked down to half its volume), a
cup of cooked rice or vermicelli, sauteed cashews and raisins, and
cardamom.  Saffron shows up in a lot of the variations, but not a
majority.
