We can but they have to be approved by the Crown.  The OLPK confers an AOA
but so far we haven't given one to anyone who doesn't already have an AOA.
The level of approval really depends on the Crown, as well.  Our current
Crown, as long as the person already has their AOA, just wants to be
notified....
