Finally had some time to look this up--
notes about the ban are at:

Citrus cankers are not little problems--
take a look here--

This is what they are doing to combat an outbreak in
Florida.

An example of the federal quaratines are at:

... which are considered free of citrus canker), Paraguay, and ... 59 (Wheat
Regulations)
may be imported as packing ... Capsicum spp.), whole red peppers ( Capsicum spp
...
pi.cdfa.ca.gov/pqm/manual/pdf/201.pdf

Just as an example certain types of peppers can't be
imported right now in jute bags due to a type of beetle that
might come along with the bag.
People outside Southeast Michigan are probably unaware that
this area is suffering an onslaught of something called the
the Emerald Ash Borer, which is an invasive species originally
from Asia and previously unknown in North America.
It burrows into and kills ash trees. All ash trees in 6 counties
are going to die and have to be replaced. They have to remove
them and then chip and burn them at a special facility. Cost---
about 9 Billion they think when replacement is fiqured in.
And there is a quarantine also involved with this.
