Actually alcohol is also taxed in its production.  It is a govt
controlled substance
and has been since Prohibition was repealed.  The taxes are used to track the
production and traffic of the alcoholic beverage.

In GA, they are really nasty about it, and can even seize and sell the vehicles
you used to transport it.

I've been reading over the GA alcohol laws, it seems production of everything
is regulated here.  Still reading it though.....
