According to the article at the site below, Angostura Bitters are widely distributed in 
the U.S., "Every supermarket and bar has it. Bitters go to every liquor and food 
distributor." 

Has your mom checked with a local liquor store or large supermarket?  Perhaps she 
hasn't because she's assuming that it's a rare specialty item.
