Because it is copyright to someone else? Maybe someone could write
the magazine or the author, asking permission to web it and perhaps
offering to include the subscription information for the magazine. Or
if they already web old issues of the magazine, someone could write a
summary and include a pointer to the webbed article, when they web it.
