Because Soochow merchants want tourist dollars 
and Monterey Park merchants don't?  Those in
Rowland Heights are even worse, as Rowland
Heights doesn't have that regulation.  I can
drive down their main drag and only understand
about 1/3rd of the signs, usually for franchises
and banks and maybe a few restaurants.

I think it is more of an expectation attitude.  
I am guessing here.  Perhaps they don't expect
non-Asians to want what they sell, so they
only court those they think will buy from them.
Again, I think that this is an immigrant attitude
and not one from those who were born here or
have lived here most of their lives.

I am not against Chinese businesses.  I just
would like to be able to make the decision of
whether to patronize them or not and not have
that decision made for me.
