Actually, it even states on the hang tag that you are supposed to remove it
.  Although I will say that most people do tend to leave them hanging on
their rear view mirror so that they always know where they're at.  Most of
the time, this law isn't enforced though unless the officer is a serious
stickler for the letter of the law or in a really bad mood :)
