Not quite true on either count, assuming you meant "distilled" water.  
Superheating distilled water is much easier than normal drinking water 
(or other liquids with minerals or other solids in solution like milk, 
tea, etc.), but it is possible for other liquids to superheat in a 
microwave if the stars and planets align just right.
Distilled water normally doesn't taste very good (well, it doesn't taste 
at all, really, which tends to weird people out), but isn't harmful.
