Okay.  The person responsible for the proof testing would add a certain 
amount of whiskey to a certain amount of gunpowder.  If the proof were 
too low, nothing would happen.  Too high a proof, and there'd be a *big* 
boom.  So they went for less dramatic effects, which indicated the 
correct range (also achievable by blending batches, from what I recall).
It was actually a very interesting tour.  I found out about malting and 
triple-distilling and all sorts of things, and got to taste different 
whiskies and scotches at the end of the tour.
