not an expert, but you hit a bit I think I can answer

neko is cat
koneko is kitten
chisai is little 
 
BUT if it is a person you are referring to you would
use a diminutive, so koneko-chan (and you  had best be
on GOOD terms with the person if you are using chan
;-)
