Ick. Don't do that if you grow tomatoes or peppers and so on.
Tobacco mosaic virus can be transmitted from cigarettes, ash, hands
that touched the cigs, etc.

Try www.gardensalive.com for answers. Horticultural oil is just
plain vegetable oil usually. It stops bugs by clogging up their
breathing holes. I don't know why he recommended spraying after a
rain. I've never bothered to do that here, although considering
where I live (western WA) maybe it's a moot point.
There is a thicker oil called 'dormant oil' which has to be sprayed
before leaves come out. This is because the oil clogs up the pores
through which the plant breathes.
I'd suggest soap too, like safer soap, depending upon the bugs that
are creating the problem. You can get a lot of these products now at
places like Home Depot. Try that website I gave above to familiarize
yourse with what's available.
