Actually... not to put too fine a point on it... but the ability to  raise an 
army for battle has nothing to do with the fitness for crown either.  Most 
fighting forces have to be paid in some form of coin, this can be titles or  
chocolate or mead or adventure... whatever.
 
Paraphrasing Lazarus Long, Monarchy is based on the premise that one mind  is 
better than many, How's that? Democracy is based on  the premise that  many 
minds are better than one, Say again?
