One doesn't very easily.  One matter that holds true in most cases, though .
. . if it includes racial slurs and apithets, it's shrill and excessive
alarmism.  Also, if it is the Honrable Cynthia McKinney speaking on most any
matter or issue that she did not introduce, she tends to rant . . . and
groups of people tend to identify it as shrill and excessive.  This also
crosses political boundaries (except, interestingly, the foreign national
groups who support her campaigns).
