Actually, it is quite common in California for yearbooks to have paid advertising. Also, families will purchase pages or section to highlight their kids/and.or groups.  Both my step son's HS  and my daughter elementary sxhool's feature local advertisement.  Though most of it is the more personal page type. Think at least for HS, 1/4 pages run around $200.  usually in the back though, with only 2-4 pages total.

In California, at least, the school might get into trouble with tax laws...

Well, as of the latest news, his mother has decided, with the help of
the RI ACLU, to sue. Can't say as I blame her. If the photo was
unacceptable as his yearbook picture, it should have been unacceptable
as a paid advertisement. And, whether it's a period pose or not, I see
nothing wrong with the kid expressing his enthusiasm for the Middle
Ages.
