Ahem. In theory, yes... in actual fact, however, depending on the  
level of banishment, it can be issued for any reason, very stupid  
reasons, or no reason at all. Around here the Crown is  required by  
Law to state their reasons [only] to the recipient, but in actual  
practice they sometimes forget, and let hivemind innuendo handle that  
onerous task.
