Yes, and Historically that was the Kings feast, the other lesser  Nobles were 
"Guests".... In the current Middle Ages we all pay the feast fee,  Except 
when Royals are paid for, a custom in many (if not all) Kingdoms, by  the group 
itself. Therefore we all expect to get the feast we paid for.
 
The B.O.D. decided this was just and therefore anything "Extra" the Royals  
get can't come out of the feast budget, or, unless I remember wrongly, out of  
the event budget. Am I being clear, concise and accurate, and did I understand 
 your question (And please don't take my tone as being snippy or sarcastic)? 
 
I always figured the "free" feast was paid for by the Court that was put  on, 
having spent several years as a Landed Baron, trust me it's work. Ate a lot  
of "Free" feasts and paid for a few with cash when the group was in  financial 
trouble and I knew about it too.
