I will go by my local Tandy and see if they have some horns.  I like
that idea, and even if they aren't ready for our feast, I do try to have
them do projects that they can take home with them that are 'real'.  

I also like the idea of paper cones, sno cone wrappers, or some other
pre-made paper item that can be decorated. I have two classes, one is 4
kids ages 10 - 15, the other is 12 kids 6-9.  I can get lots more done
with the teens than the little kids, so something ready to go that needs
decorating is good.  I might see about the cow horns and have the paper
ones as back-ups.
