Originally from the West now a subject of Æthelmearc served as local exchequer and I'm currently the deputy to the local exchequer. There is a standardized form that is recommended for use in submitting quarterly and annual reports that I've seen used in both kingdoms. There is a separate line item for reporting food expenses in these forms. The use of the standardized forms makes sense to me as it makes the Kingdom & Society Exchequer's job easier. I cannot attest to the reason for all the separate line items, but my guess is that it might be requirements for corporate structures of the same type as the SCA.

I believe you are in the West Kingdom? At what level are you seeing
this requirement? Baronial? Kingdom? or is it an SCA rule? I don't
remember this ever coming up before, but then I've never been even
the baronial Exchequer, so I may not have read the associated set of
rules that this is in.
And although rare, all-inclusive events do occasionally get done in
Ansteorra and elsewhere.
