I have never heard of such a thing here in Caid, if it exists, I 
honestly don't know about it.

However, I feel it is a BAD move to do this for the reasons you 
state, it discourages people from getting involved and stifles 
enthusiasm, creativity and the will to learn.

I do think that a person should "cut their teeth " on a smaller event 
for their first go. A tourney lunch or something of the sort is a 
good starting point, also working as a deputy to the head cook of a 
larger event is a good way to get acquainted with the management of a 
larger event.

I think everyone should have an opportunity to do what they want to 
do. I don't see that a guild membership or a household membership 
should be a prerequisite for anything. What counts in my opinion is 
the willingness to do the work and the ability to bring together a 
crew to make it happen.
