By Royal Luncheon, it is usually a meeting between the Crown, the Heirs and all of the territorial B&B's present, the Kingdom Seneschal and other Kingdom High Officers. That can end up NOT being a small group of people! <G>
It is probable I am wrong. It would not be the first-or last time.
Helen
I have GOT to re-read that book....

It's been against Corporate Policy as long as I've been a member, actually....I
don't recall any time in the past when it was allowed to use SCA monies to
benefit only a few people (as in, a separate royal luncheon).

And while breakfasts are pretty standard for most events, who prepares
them and where the money comes from is something that varies from
group to group, and at times Autocrat to Autocrat. Now you know to ask
the question, even if it was a hard lesson.
Helen>and the Royal Luncheon is a separate line item in the budget,
usually about 40 to 50 dollars, depending on who is Royal at the time,
and their dietary needs.
Unfortunately this tradition is now specifically against the law per
corporate finanacial policy. Tis a shame, but I guess they have their
reasons.
