The usual cause of that is that the clock on the sender's computer is
set incorrectly. The outgoing mail program reads the clock on the
computer and inserts the time and date into the e-mail message, it is
not done by anything else (though the routing headers added during
transit will have time stamps in them).
If somebody is using web mail, then the clock on the server that
provides the web mail is the one that would be at fault.
