Here is a (relatively) neutral article on the ban of foie gras:


It specifies foie gras produced by force-feeding methods but I 
seriously doubt that a distinction will be made.

This is the actual text of law in California that bans horse meat:

Apparently Texas also has a ban on the transportation of horse meat 
for sale as human food:
