To avoid fines and penalties, US taxes filed by mail need to be postmarked 
before April 16. The post office stays open late on that day only (in some 
towns, they station a postal attendant on the street with the magic "taxes" 
mailbag), and people, being people, tend to leave mailing their taxes until 
the last possible moment, because they can. When you get a lot of people 
doing that, you get, well, a queue...
