The amended Act does not prohibit the use of funds for metric conversion, it 
makes the conversion optional, so the States may do as they please in the 
matter of metric conversion on the highway system.  The conversion was not 
just for signage, but for all plans, documents, etc. relating to any highway 
project.

Oklahoma appears to have stayed with the English system, but California 
(according to some CDOT regulations) has adopted the metric system for all 
plans, required that all documents for public consumption have both English 
and metric measures, and, IIRC from my recent trip out that way, some of the 
signage is dual system.
