[Sca-cooks] Andorra was water and "plums"

Andorra is a very small country on the border of Spain and France, see cite 
below.  It is a landlocked set of valleys.  Main claim to fame is its 
utility as a tax haven, that and tourism.  Slightly odd connection to the 
Falklands War in that there were references to "the Andorran Solution" 
bandied around at the time.
