Sounds a bit like the Barony of the Western Seas, in the West Kingdom,  
which has a Baronial Coronet Tourney every six months, based  
alternately on heavy weapons and on A&S.

The BoD allows this, but has refused any other group the right to  
choose to use this format: the theory is, I believe, the high  
(mundanely US military; the group is essentially mundane Hawaii)  
turnover and the need for light travel.

If we could do something even somewhat similar here in the East, I'd  
heavily support it.
