The Florilegium file on Scotch Eggs has a number of messages on  
techniques as well as recipes that should help with this. It even has  
recipes on baking Scotch Eggs instead of frying them for folks that  
want to avoid the extra grease of frying them.

Among the techniques was not to hard-boil the eggs all the way, since  
they will get cooked some more after the sausage wrapping is added.
