Have you tried your public library and requested an interlibrary loan?
PPC is held by a number of libraries across the country. They should be able
to get copies for you.
Back issues of PPC are also available and you might be able to purchase 
these issues.
Try Kitchen Arts & Letters in NYC or perhaps Acanthus Books carries
the ones you need. http://www.acanthus-books.com/info.html
Otherwise if you check the PPC website, you might be able to buy these 
issues directly
from the press in the UK.
