Has never made them, and does not permit them (i.e., *will not* make them, nor consider making them) is two different things.  They
may never have made one because no one has every chosen that path.  My difficulty is with the concept that a Kingdom might not
permit the option.

I could be wrong but last I heard Trimaris has never made any MOA's.
