1. Registerability of only documentable names:
I'm checking the name with the SCA Heralds list. The ruling I'm relying on is "establish that the name you want fits within a pattern of naming for your applicable time/place." 

2. Assistance from a Jewish Khazar persona/player:
I'm confident that your friend is knowledgeable in his field, but I'm not playing a Khazar, so Khazari names would be just as non-applicable as Spanish, British, Egyptian, or German Newish names.

3. Cairo names as representative of names all over the entirety of Dar Islam (the Muslim world):
Even today, in the age of overshare, extensive travel, and ready access to information, I moved from a town where the common names were made-up words that the parents liked for their sound only (LaShunda, Ykeeta, MaRon), to a town in which common names were flowers, plants, and natural phenomena (Rainbow, Sunshine, Clover, and the twins Morning Star and Evening Star). And yes, I do mean COMMON names. I'm looking at Persia and Yemen; Cairo is in Egypt. Whole 'nother country. I'm not saying that the names are definitely going to be different, but that the names are definitely going to have the possibility of being different.
