[Sca-cooks] Teaching Cooking 101

Part of the problem is the cost of the checks. Kingdoms are reluctant to spend the money for more then one  a group. 

I requested the paperwork, back when I could be more active but, I was told 'no'. No funds available just for a standby staff.

And that can prove to be a sticking point in a number of kingdoms.
