Yeah this rings a bell but unfortunately I do not remember my sources - 
Hello Mr. senility! The intelligence department in Spain arose thanks to 
mules bringing crustaceans into Spain from Portugal packed in ice. TThe 
muleteers informed Philip of a revolt in Portugal and thus he as able to 
suppress it in time.  (At that time he owned Portugal.)
