If all the son wants is a personal family copy that will not be sold,  
then of course there are
numerous places that offer "create a book" packages. They aren't  
cheap, but they do good work.

Otherwise the son might be able to hire an editor/writer to work with  
him and get the manuscript into shape and
who can advise on the rights and permissions. It may not be possible  
to secure those rights so the son should prepare himself for the fact  
that the book may not be the one his father envisioned.
