"When they have to pay for their meat in the market, a very little is made 
to suffice for a family; this is generally cut into a kind of hash with 
nearly as many peppers as there are pieces of meat--this is all stewed 
together."  J(oseph).C(hambers). Clopper, (Jan 11, 1802-Jan. 7, 1861), from 
his journal as published by Edward N. Clopper, his grandson.  The 
observation was made in 1828 during a trip (1827-1828) to Texas with his 
father and brothers.

There's this information from Sharon Hudgins "Chili"  The Oxford
Encyclopedia of Food and Drink in America.

The city first associated with chili was San Antonio, Texas, where the
cooking of a chili-like dish was documented in the 1820s.
