I'm guessing that the batter is made with soda instead of water.  And then
judging by the picture it is poured into the oil so it breaks up like
noodles.

The deep fried ham sandwich (Monte Cristo) has been around for (at least)
decades!!   But how do you coat soda in batter for deep frying!?!
