For the Kingdom A&S competition in AnTir we are much more organized than this. 
We have tree judges that are pre-selected (after the entrants declare in Jan. for a March event) and they get the documentation 2 weeks prior to the event. 
The Research Paper Category must be submitted at 12th Night when you declare that you are entering. 
Madrone used to have that many members. Not so sure now. 
We just moved to Olympia so we are no longer in Madrone.
