It's covered under the settlement between Google and the major publishers 
over Google's electronic book project and the copyright infringement. 
Google has the book digitized.  If your search kicks up a reference that 
isn't in the public domain, you get to see a few pages to give you the 
information you asked for as a library might, then they won't display a 
group of pages and permit you to browse a little further after the gap. 
It's fair use for some one writing a paper, but hard on a casual reader.  If 
you need the whole work for a reference, it's buy it or go to the library. 
It's likely to improve sales to people who want to read the work and 
discourages casual piracy.
