[Sca-cooks] Why a feastocrat might get picked over other

Sometimes, the cook and event steward create an event and propose it.
 Sometimes the event steward asks someone to cook for the established
event.  Sometimes a cooks says they have a feast idea, if anyone is looking
for a cook.

No rules.
