This is the job of your regional scribe and the guild leaders. They should always be on the lookout for who is doing scrolls, how many they are doing, and the quality of work they are producing. When the individual produces lots and lots of decent scrolls or insignia, they need recomended for a service award. If it is their quality that is excellent, then they need recomended for arts awards. Level depending on what they already have and the numbers and quality they are doing. 
 
BUT...if you are not a regional or a guild leader, that does not stop any of you from recomending someone for their efforts.

charts of volunteer hours people sign in and do and was curious if scribes 
has ever thought about doing that for charter painting tables or how many 
charters people have painted. While I don't think it should become 
mandatory or anything, I think a nice think you for someone who 
consistently worked their and produces scrolls should get a thank you.
