[Scriptoris] Coronation - Populace Vote Scroll Contest & Insignia Contes

I'm taking care of the Scroll and Insignia competitions, staffing is covered.
  If anyone wants to come spend some time helping out, I'd love the company and an occasional break (shopping!)
