[Scriptoris] heraldic artist list

I posted to both the heralds' and scribes' list first to see if such a
list is warranted before I broadcast to the kingdom to see if anyone
else is interested.  Yes, there are a number of heralds who go the
clip-art route for heraldry, but there are a lot of devices and badges
that come along for which there is no clip-art, or the clip-art that
is available isn't particularly attractive.  There's also very little
useful clip-art for achievement drawings.
