[Scriptoris] Charter Opinions - Apology

My sincere apologies for my earlier post to the list. The language used 
was inaccurate and inappropriate and my lack of attention to details and 
hurry sent it to the list instead of to the Star Signet.  I did not 
intend to offend anyone, and hope that my error will be forgiven.
