I immediately made the connection to the "Blue Star Acid"
urban legend.  Jan Harold Brunvand's index (p. 340 of _The
Baby Train_) says it's in _Curses!  Broiled Again!_,
pp. 55-64.  If I Recall Correctly, the story is that
Nefarious Drug Dealers are passing out temporary tattoos to
children, especially blue stars.  When the kids lick the
tattoos, they get high on drugs, usually LSD.
