Using the same language would be better, I think: Nueva C{i'}bola
(assuming that whatever C{i'}bola might be, it's feminine).

Other C{i'}bola variants are possible, I suppose.

I breifly considered C{i'}bola del Norte -- *BUT* I'm extremely
dubious about that, since it would be part of a protected place.
(E.g., I don't think we could get away with "North Yorkshire" or
"North France", even if there were no political, cultural, or economic
units named that exactly.
