Las Colinas also refers to a set of under funded and poverty stricken 
counties in southern Texas.  There are special "Las Colinas" finance 
laws on the books now to keep these counties afloat.  I certainly 
would not want poverty stricken and rural blight  associated with 
what we are trying to set up.  Coryell County where I work as an 
inspector was a Las Colinas county until last year.
