I can tell you from experience that I received my Iris from the Baron and Baroness
of Stargate many years ago. (The crown was not present at court).  I do believe
that Iris and the Star of Merit may be given by someone other than the crown.  I
am not sure about the other grant level awards. It could be they can be given by
someone other than the crown but due to history and precedence, they are only
given by the king and/or queen.
