Technically, that is correct.  Only the people living in the area
petitioning for principality status get a vote.  The BOD may consider
what people in  the rest of the Kingdom say and allow it to influence
their decision, but they aren't required to do so.  May, in fact, be
prohibited from doing so....(where's that pesky copy of Corpora again?)
